锚定健康中国“预防为主”方针平衡针灸赋能大健康产业落地实践

摘要：党的十八大以来，新时代党的卫生与健康工作方针明确将“预防为主”作为核心方向，提出“预 防是最经济最有效的健康策略”，推动医疗卫生工作从“以治病为中心”向“以人民健康为中心”深度 转变，筑牢疾病发生前的健康防线。平衡针灸作为立足脑科学、依托国家973科研课题、以中枢调控为核 心的中医现代化创新成果，深度契合传统“治未病”思想与国家大健康战略导向，以两脑理论（现代脑 与原始脑命运共同体理论）为根本遵循、以45毫秒中枢干预为技术核心，精准践行“预防为主、防治结 合”方针，为健康中国建设提供可复制、可推广、可落地的特色中医解决方案。

Anchoring the “Prevention First”Policy of Healthy China: Practical Implementation of Balance Acupuncture Empowering the Comprehensive Health Industry

Wenyuan Wang Beijing University of Chinese Medicine, Beijing Abstract: Since the 18th National Congress of the Communist Party of China, the Party’s guidelines on health and medical work in the new era have clearly established “prevention ffrst”as a core direction, proposing that “prevention is the most economical and effective health strategy.” This approach drives a profound transformation of medical and health services from a “diseasecentered” model to a “people’s healthcentered” one, building a solid health defense line before diseases occur. Balance acupuncture, as an innovative achievement in the modernization of traditional Chinese medicine, is grounded in brain science, supported by the National 973 Research Project, and centered on central nervous system regulation. It deeply aligns with the traditional concept of “preventive treatment of disease” and the strategic orientation of the national comprehensive health initiative. Guided by the TwoBrain Theory (the theory of a shared destiny between the modern brain and the primitive brain) and taking the 45millisecond central intervention as its technical core, balance acupuncture precisely practices the policy of “prevention ffrst, combining prevention and treatment.”It provides a replicable, scalable, and implementable distinctive TCM solution for the construction of a Healthy China.
